The rumors you might've heard are true: Samsung's got a new 8-inch tablet, appropriately named the Galaxy Note 8.0, on the way.
The new tablet will sit between the 5.5-inch Galaxy Note 2 smartphone and the 10.1-inch Galaxy Note 10.1 tablet. It competes with Apple's 7.9-inch iPad Mini and Google's 7-inch Nexus 7.
Like the other devices in Samsung's Galaxy Note line, the Galaxy Note 8.0 will include the S Pen, which Samsung emphasizes is not merely a stylus. You can use the pressure-sensitive digital pen ? which is powered by technology created by Wacom, the company behind professional-grade digital drawing tablets ? to add notes, manipulate content on the screen, and even preview videos and emails by simply hovering it close to the Galaxy Note 8.0's screen.
The Galaxy Note 8.0 will run Android 4.1.2 (better known as Jellybean). Under the hood, it has a 1.6GHz quad-core processor, a 5 megapixel camera in the back, a 1.3 megapixel camera in the front, 2GB of RAM, and a microSD slot. The tablet's 8-inch display offers 1280x800 pixels, which breaks down to 189 pixels per inch (ppi). (In comparison, the iPad Mini and Nexus 7 have 163 ppi and 216 ppi displays, respectively.)
Those who were intrigued by the Galaxy Note 10.1's multi-app split-screen feature will likely jump for joy when they hear that it is included on the Galaxy Note 8.0 and that it now supports nearly any app ? not just Samsung's included suite of tools. (This means that you can take notes while watching a video, type out emails while editing a spreadsheet on the side, scribble over a photo while checking out instructions in a document, and so on.)
The Galaxy Note 8.0 will come in 16GB and 32GB versions. No word yet on pricing details, but since we should see the tablet hit shelves in the second quarter of this year, it won't be too long before we find out how much Samsung wants for its latest gadget.

Nigeria?s Minister of Finance and Co-ordinating Minister for the Economy, Dr Ngozi Okonjo-Iweala, has commended Ghana for making progress in the management of the economy.
She, however, charged the government to step up efforts to address the fiscal deficit and domestic debt.
Dr Okonjo-Iweala gave the commendation yesterday when she called on President John Dramani Mahama at the Flagstaff House, Kanda in Accra.
She is in the country at the invitation of the John Agyekum Kufuor Foundation (JAK Foundation) to deliver its second lecture on, ?What Africa Must Do to Own the 21st Century?.
Members of the JAK Foundation, led by the acting Chief Executive Officer, Prof Alex Dodoo, led Dr Okonjo-Iweala to the seat of government to pay a courtesy call on the President and hold discussions with him.
Dr Okonjo-Iweala said the passing of laws to manage Ghana?s resources was in the right direction and charged the government ?to try to manage success?.
She also asked it to focus on creating more jobs to reduce the unemployment rate.
She again asked for a more conducive environment for the private sector to play a central role in the economy.
Responding, President Mahama said the challenges facing Ghana and Nigeria were common and stressed the need for the two countries to collaborate to promote trade and finance.
He said the collaboration between Ghana and Nigeria would enhance the integration of the sub-region.
The President lauded former President Kufuor for inviting Dr Okonjo-Iweala to share her rich experience with Ghanaians.
He said he might not be at the lecture because of some engagements but indicated his resolve to read the lecture paper, which he believed would be insightful.
The Dell Latitude 10 ($1,146.98 direct bundle, $749 alone) tablet has a laser-tight focus on the corporate business. While other manufacturers are trying to follow where the Windows tablet space is going, Dell is trying to lead the Windows tablet space down a path it knows well: serving the corporate user. The Latitude 10 has several IT and corporate-friendly features that differentiate it from the other systems in the tablet space. All-day battery life, corporate Windows compatibility, and extreme portability are the traits that make it our new Editors' Choice for business tablets.
Design and Features
The Latitude 10 is a very compact tablet, with a 10.1-inch IPS (In-Plane Switching) capacitive touch screen. The frame is made of magnesium alloy, but the exterior is covered in a soft-touch material. The front of the tablet is a seamless piece of Gorilla Glass. The Latitude 10 measures about 11 by 7 by 0.41 inches (HWD) and weighs under a pound and a half with the standard battery, making it very portable. The bottom of the system has a micro-USB port which can be used to charge the unit if you don't have the supplied charger that plugs into the docking port. This makes it very handy if you forget your Dell charger at work but still have the micro-USB charger for your phone.
Around the other three sides, you'll find a full-size USB 2.0 port, an SD card reader, volume control, power button, mini-HDMI port, and a Kensington lock port. Unfortunately, the USB port isn't the speedier USB 3.0, but it will fully power external hard drives, something that can't be said about one of Dell's rivals, the Lenovo ThinkPad Tablet 2 ($729 list).
The IPS screen has a 450-nit rating and a 1,366 by 768 resolution. This makes it bright, but the resolution is lower than true 1080p HD. This means that the screen natively displays less pixels than the Editors' Choice for Windows 8 Slate tablets, the Microsoft Surface Pro ($999 list), which has a 1080p screen. That said, at this size, 1,366 by 768 is perfectly adequate for viewing Word, PowerPoint, and other work documents.
You can drive a 1080p external monitor using the Latitude 10's mini-HDMI port or via the system's productivity dock. The $100 productivity dock comes with four more USB 2.0 ports, HDMI, audio, Ethernet, and power connector. The Latitude 10 supports dual monitors, whether you connect directly or use the HDMI port in the dock. Like most Windows 8 setups, spanning and mirroring dual displays are supported. The front mounted webcam is 720p HD/2MP, and the rear camera with flash is 8MP.
The Latitude 10's screen supports 10-finger touch gestures, plus you can add a $34 Wacom stylus to your purchase. The Wacom stylus supports pressure sensitivity, right click, and erase. This is similar to the Microsoft Surface Pro's stylus, and is actually better than the Lenovo Tablet 2's stylus, which lacks the eraser function. When you bring the stylus tip near the screen, it activates the Wacom digitizer and disables the touch screen. This way it won't register your hand or palm when you try to draw on the Latitude 10's screen. It would have been nice to have a way to clip the stylus to the Latitude 10 directly, but you can use a case or your pocket to store the stylus when it's not in use.
Our review unit also came with a $50 Dell KM632 wireless keyboard and mouse combo, extra $50 power adapter, $40 case, and a $55 60Whr extended battery from Dell, bringing the bundle total to $1,146.98. The external keyboard and mouse help the Latitude 10 act more like a desktop when plugged into its docking station, and we'd recommend the dock if you work from a desk for significant periods of time. Keeping an extra power adapter in your travel bag will help keep your tablet charged, as will the extended battery. This highlights one of the Latitude 10's biggest differentiators among its rivals: It uses replaceable batteries, bucking the sealed battery trend popularized by the Apple iPad
and continuing through the HP Envy X2 and Acer Iconia W510-1422. As seen below, the extended battery can give you more power without the added bulk of a keyboard dock.
The Latitude 10 has three storage options: 32GB, 64GB, and 128GB of flash storage. You can, of course, supplement this with a SD card, but you will need to choose wisely when initially equipping your tablet. When we took the Latitude 10 out of the box, Windows reported that it had 36.8 out of 52.2 GB free. This is certainly enough for a few corporate apps with some room left over for document storage, but you should consider getting the 128GB model if you need to carry lots of video files along in your journeys. The 32GB units should be limited to those who are constantly connected and using Internet cloud storage or corporate servers for storage. You can get to those servers via 802.11 a/b/g/n Wi-Fi or using the HSPA+/3G WWAN radio in our review unit. As an option, 4G LTE will be available after this month, but the 4G LTE and Wi-Fi-only models will not have the GPS circuitry found in our review unit.
As befits a corporate-oriented system, the Latitiude 10 didn't come with any pre-loaded apps aside from Skype and a tile from Dell showing users how to get started with Windows 8. This helped with the Latitude 10's free space, which was much better than the 28GB left free on the Acer Iconia Tab W510. Other IT-friendly features include TPM for network and file security. Dell offers an even more secure version of the Latitude 10 with a fingerprint and smartcard reader built in. The Latitude 10 comes with a one-year standard warranty, which can be extended to three years with options including pro-level 24/7 support.
Performance
You wouldn't expect barn-burning multimedia benchmark results from a system with 2GB of memory and an Intel Atom Z2760 processor, but on the flip side the Atom processor is very frugal with battery consumption. The Latitude 10 scored relatively high on CineBench R11.5 (0.55 points), matching the HP Envy X2. It also got one of the better Atom-based scores on our Handbrake video encoding test (6:27). Its 1,291 point score on PCMark 7 was middling, far behind the Microsoft Surface Pro (4,768 points) and its ultrabook-class competitors. Basically, if you need a fast system, go with one of the ultrabook-class slates like the Surface Pro or Acer Iconia W700.
If you need Windows program and Windows corporate network compatibility with all-day computing, then the Latitude 10 is right up your alley. The Latitude 10 lasted 9 hours, 20 minutes on our battery rundown test using the standard slim 30WHr battery; it lasted a phenomenal 19:38 using the extended 60WHr battery. The HP Envy X2 fell far behind with and without its battery-clad keyboard dock (7:08/12:34), and the Acer Icona W510 was a bit better alone (10:27), but was short with its keyboard battery dock (17:50). All of these Atom-powered systems lasted many hours longer than ultrabook-class tablets like the Microsoft Surface Pro (4:58) and Sony VAIO Duo 11 (3:09). The only drawbacks to the extended battery are that the battery sticks out of the back of the Latitude 10 by a few mm, and add a bit of weight (1.87 pounds). That said, the Latitude 10 is still much more portable than the three-pound HP X2 and Acer W510 when you clip on their keyboard docks.
If battery power, maximum portability, legacy program compatibility, and IT mandates are keeping your business from rolling out tablets, then take a long hard look at the Dell Latitude 10. It can fulfill your traveling workers' need to stay on the corporate programs and servers, while giving them extreme mobility. It's more of a stay-in-touch and information-retrieval device than a multimedia workhorse, but if your workers are clamoring for tablets, and Mordac the Preventer is keeping Windows RT, iPads and Android tablets off your corporate network, then the Dell Latitude 10 is the one you want. If you want more power for multimedia and number crunching, then the Editors' Choice for Windows 8 slate tablets Microsoft Surface Windows 8 Pro is a better performance tablet, but its battery life is half that of the slim Latitude 10. As such, we award the Dell Latitude 10 with our first Editors' Choice for Business Windows 8 Slate Tablets for its IT-friendly features and true all-day battery life.

People across the Midwest are digging out from the snow after a big storm passed through, resulting in difficult commutes and school closures. NBC's John Yang reports.

Parts of New England were expected to be hit by heavy snowfalls while heavy rain was threatening to cause flash floods in parts of the Southeast, forecasters warned.
The National Weather Service??issued a winter storm watch?at about 10 p.m. ET Friday for southern New Hampshire, northern Rhode Island, and much of central, northern and eastern Massachusetts, including Boston.
It said the area could be hit by up to 8 inches of snow, which some parts potentially getting nearly 10 inches.

?Snow will overspread the region tomorrow [Saturday] afternoon. The heaviest snow will occur tomorrow night into Sunday morning, when 1 to 2 inch per hour snowfall rates will be possible,? the NWS said.
?The biggest concern is that this will be a heavy wet snow. This will bring the potential for downed tree limbs and scattered power outages. Untreated roads are also expected to become snow covered and slippery,? the weather service said.
Temperatures were expected to be in the lower 30s with winds of 5-10 mph.
?Anyone traveling in the next 24 to 36 hours should monitor later forecasts and be prepared to modify travel plans should winter weather develop,? the NWS notice added.
NBC.Connecticut.com meteorologist Bob Maxon said the state would also see snow and rain from the weekend storm. He expected up to 4 inches of snow or more in the Litchfield Hills and northeast Connecticut.
South of Connecticut, rain was expected to be the problem.
"Days of heavy rainfall could lead to river flooding and flash flooding in the Southeast," the NWS said.
At 5:20 a.m. ET, the weather service issued a flash flood warning for Geneva and Houston counties in southeast Alabama, saying heavy showers and thunderstorms had been detected.
Weather.com reported that it expected that an areas from New York City to Philadelphia would ?primarily? see rain.
Record snowfall in Wichita, Kansas, creates havoc at the airport where crews had to dig out a plane stuck on the tarmac. NBCNews.com's Dara Brown reports.
It said it expected 2 to 5 inches of snow in Boston, adding ?the amount of rain versus snow that falls will dictate whether snowfall amounts are on the higher or lower end of this range.?
The storm hit parts of Minnesota, Wisconsin and Michigan on Friday.
In Minnesota alone, the State Patrol said there were 124 crashes during the morning commute, killing one driver and injuring 23, NBC affiliate KARE in Minneapolis reported.
Pacific Northwest storm Meanwhile, a storm in the Pacific Northwest was expected to bring strong winds through Saturday and dump 2 to 3 feet of snow on the Cascade Mountains through Monday, the NWS said.
Much of the Midwest is covered in a blanket of white as a massive winter storm has covered parts of Missouri, Oklahoma, and Kansas with over a foot of snow. NBC's John Yang reports.
?Considerable blowing and drifting snow and an increased avalanche risk are expected in the high terrain for portions of the region,? it said.
The NWS issued?winter storm warnings?for parts of Oregon, Washington, Idaho and Utah.
"Periods of heavy snowfall" were also expected Saturday in parts of Hawaii, according to another winter storm warning notice.
Up to 12 inches were possible at high altitudes in an area including Mauna Loa and Mauna Kea, with temperatures in the mid-20s to mid-30s.

(Reuters) - United Continental Holdings said on Thursday it was taking Boeing Co's grounded 787 Dreamliner out of its flying plans through June 5, except for a Denver-to-Tokyo route scheduled for a tentative launch in May.
United's decision came as a Japanese investigation of a fuel leak on a Dreamliner operated by Japan Airlines Co Ltd (JAL) indicated the cause to be a coating around the mechanism that controls fuel movement between tanks.
Japanese officials launched the investigation after two fuel leaks on the JAL 787, just days before authorities around the world grounded the new lightweight passenger jets over battery failures that sparked fires on two planes in January.
Japanese authorities still have not found the cause of the battery issue.
Airlines operating 787s are setting schedules for coming months while still uncertain about when the plane will be able to resume service following the fleet's grounding five weeks ago.
Boeing is due to meet with the head of the U.S. Federal Aviation Administration on Friday to present measures designed to prevent further battery failures, a source told Reuters, even though the root cause of the electrical problem has not been determined.
United spokeswoman Christen David said in a statement on Thursday that the carrier's Denver to Tokyo Narita International route, originally set to start March 31, had been postponed to May 12.
The launch would ultimately depend on a successful resolution of the safety incidents that have grounded the 787. Other service with the 787 won't resume until after June 5, David said.
"We are taking the 787 out of our schedule through June 5, except for Denver-Narita, which will tentatively launch on May 12," United's statement said.
MAINTAINING DIALOGUE
Boeing said it was maintaining communication with United as the plane maker develops a plan to resume 787 service. "We deeply regret the impact the recent events have had on the schedule for United and their customers," Boeing spokesman Marc Birtel said in an emailed comment.
United's statement doesn't mean that the 787 won't be ready to fly again before June 5, said Carter Leake, an analyst at BB&T Capital Markets.
Rather, it means United will not put the jet into service before then. If the plane is available sooner but United cannot use it on its scheduled routes, Boeing likely would have to pay United compensation that Leake estimates at about $800,000 a month, based on lease rates.
"This does not tell you that Boeing's plane is grounded until June," he said. "It tells you that Boeing's costs to United could be as if it's grounded until June."
A "superbox" to contain the battery or some other fix "might come sooner, but United is not paying" to have the jet until after June 5, he added.
In a similar move, Poland's national airline LOT said last week that it would not use the 787 before October and that it is seeking compensation from Boeing .
"Airlines don't make money while their planes are on the ground," said Morningstar airline analyst Basili Alukos.
United is the only U.S. carrier currently operating the 787 and has six of the planes, worth $207 million apiece at list prices. JAL and All Nippon Airways (ANA) have nearly half of the 50 jets delivered to airlines so far.
Japan's Transport Ministry said it believed the manufacturing process led to deficiencies in the way electrical-insulating coating was applied to the mechanism that opened and closed the fuel-tank valve.
Investigators also found foreign matter on a switch that operated the same mechanism, causing it to send a signal that the valve was closed when it was still half open -- leading to the leak.
The ministry said four Dreamliners in Japan, two from JAL and two from ANA, might be affected by the manufacturing process.

In order to reach those not with the typical TV package, the deal also brings Disney's movies to Sky's Now TV internet video service for users with a monthly movie pass. We're sure 24 years ago, such deals didn't cover so many devices or avenues of access but snagging exclusives to gain a market advantage has stayed exactly the same.

Philadelphia - According to a new study by researchers at the Perelman School of Medicine at the University of Pennsylvania, patients with Barrett's esophagus and early or pre-cancerous cells have been shown to significantly benefit from minimally invasive therapy delivered through an endoscope a medical instrument used to look inside an organ or cavity in the body. Until recently, patients with these conditions were treated by surgery to remove the whole esophagus. Study results show that endoscope-based therapies have a high success rate; all of the damaged cells were removed in up to 95 percent of cases, greatly reducing the chances of cancer progression. Additionally, in over two-thirds of cases, patients had no biological signs of the return of disease for years. The study appears in the February issue of GIE: Gastrointestinal Endoscopy.

Barrett's esophagus, which can be a precursor to cancer of the esophagus, is a condition in which the cells of the lower esophagus become damaged, typically from persistent exposure to stomach acid. "This study is one of only a few that focuses on the long-term effects of minimally invasive techniques for the treatment of Barrett's esophagus," said Gregory G. Ginsberg, MD, professor of Medicine and director of Endoscopic Services at Penn Medicine, and corresponding author on the study. "We examined patients from as far back as 1998 and had an average follow-up of nearly three years. This gives us a more complete measure of assessing the longer-term benefits of these types of intervention."
Among the therapies evaluated in the new study were radiofrequency ablation and endoscopic resection. In radiofrequency ablation, a balloon or small paddle that transmits energy is attached to the endoscope to burn away a thin layer of the esophageal mucosa, removing the damaged cells. It is a half-hour outpatient procedure performed under mild sedation.
In an endoscopic resection, an endoscope is inserted down the throat to reach the esophagus. Its light and camera enable the doctor to see and navigate, and it has tools for removal of the affected tissue. Both procedures are far less invasive and less expensive than an esophagectomy, a major surgery that removes the esophagus in patients with advanced conditions.
Approximately 10 percent of patients with long-term gastroesophageal reflux disease (GERD) will develop Barrett's esophagus. GERD is a chronic regurgitation of acid from the stomach into the lower esophagus, which often results in recurring heartburn and, less commonly, difficulty swallowing. A small percentage of patients with Barrett's esophagus will develop high grade dysplasia, a more serious condition. High grade dysplasia isn't cancer, but it is the step before cancer. The risk of developing esophageal cancer from high grade dysplasia has been examined in several studies and ranges from 20 percent to 50 percent. Overall, patients with Barrett's esophagus have a less than 1 percent risk of developing esophageal cancer over their lifetimes. Esophageal cancer is especially invidious; it has a less than 15 percent five-year survival rate.
Results of the study also show that in as many as one-third of the cases, manifestations of the disease returned. "These findings of recurrence make it clear that Barrett's esophagus patients should undergo life-long periodic endoscopic exams to watch for precancerous esophagus cells. If we find these cells, we can treat them via the endoscope to prevent esophageal cancer," said Ginsberg.
Barrett's esophagus is named after Norman Barrett (1903-1979), who described the condition in 1950.

All damaged cells removed in up to 95 percent of cases
Philadelphia - According to a new study by researchers at the Perelman School of Medicine at the University of Pennsylvania, patients with Barrett's esophagus and early or pre-cancerous cells have been shown to significantly benefit from minimally invasive therapy delivered through an endoscope a medical instrument used to look inside an organ or cavity in the body. Until recently, patients with these conditions were treated by surgery to remove the whole esophagus. Study results show that endoscope-based therapies have a high success rate; all of the damaged cells were removed in up to 95 percent of cases, greatly reducing the chances of cancer progression. Additionally, in over two-thirds of cases, patients had no biological signs of the return of disease for years. The study appears in the February issue of GIE: Gastrointestinal Endoscopy.

Japan vows to continue whale hunt after clash with Sea Shepherd activists

Japan vowed on Thursday to continue its whale hunt in the Southern Ocean after clashes with the militant conservationist Sea Shepherd group, which claimed Tokyo had been forced to end the programme. "We are keeping our whaling programme," an official at Japan's Fisheries Agency told AFP, denying a report that Japan was forced to suspend its whale hunt after collisions with boats crewed by anti-whaling campaigners.
The official also repeated Tokyo's claim that the conservationists had rammed Japanese whaling ship the Nisshin Maru on Wednesday, their worst confrontation in the Southern Ocean in three years.
On Wednesday, the conservationist group - which earlier this month lost a battle at the US Supreme Court over an order to steer clear of Japan's whaling fleet - accused the Japanese side of deliberately colliding with its vessels.

UNITED NATIONS (Reuters) - The command, equipment quality and fighting ability of rebels in eastern Democratic Republic of Congo when they captured the frontier city of Goma in November suggests they had external support, U.N. Secretary-General Ban Ki-moon said on Tuesday.
While Ban did not say from where the external support came to help the M23 rebels take Goma on November 20, U.N. experts have accused Rwanda and Uganda of aiding the revolt in the resource-rich region. Both governments strongly deny any involvement.
In a three-month report on the U.N. peacekeeping force in Congo, known as MONUSCO, Ban said the M23 rebels had shown uncharacteristic capacities during the offensive to take Goma. The rebels eventually withdrew from the city 11 days later.
"The subsequent speed, efficiency and success of the M23's renewed offensive were rendered possible by a sudden increase in the group's combatants, coordinated multi-pronged attacks, and attacks with coordination between infantry and fire support," Ban said in the February 15 report released on Tuesday.
M23 began taking parts of eastern Congo early last year, accusing the government of failing to honor a 2009 peace deal. That deal ended a previous rebellion and led to the rebels' integration into the army. They have since deserted the army.
"MONUSCO's observations of the command and control ability of the attacking force, the effective coordination of its fire support, the quality of its equipment and its general fighting ability, particularly during night time, all suggested the existence of external support, direct and indirect," Ban said.
At the time of the advance on Goma, U.N. officials said they were surprised by the increased strength of the rebels but appeared reluctant to officially blame it on outside support.
Despite Rwanda's strong denials, the U.N. Security Council's Group of Experts, which monitors compliance with sanctions and an arms embargo on the Congo, said in a report late last year that Rwanda's defense minister was commanding the M23 revolt and Kigali was arming the rebels and sending troops.
Some countries criticized MONUSCO for failing to stop the fall of Goma. But the world body defended its actions, saying the peacekeepers could only have taken on the rebels in support of the Congolese army, who had fled the city.
In the wake of the blow to MONUSCO's image, Ban is due to recommend to the U.N. Security Council shortly that it approve the creation of an enforcement brigade within MONUSCO to take on the armed groups in eastern Congo, according to U.N. officials.
Peace enforcement missions allow the use of lethal force in serious combat situations, while peacekeeping operations are intended to support and monitor an already existing ceasefire, diplomats and U.N. officials say.
An uneasy truce is now in place between the Congolese government and the M23 rebels, and Uganda is currently hosting talks between the two parties. But progress towards a negotiated settlement to the crisis has been slow.
Separately a delayed U.N.-mediated regional peace deal aimed at ending two decades of conflict in the east of Congo is due to be signed in the Ethiopian capital Addis Ababa on February 24, the United Nations said on Saturday.

Classes are under way at the University of Southern Mississippi, a week after a tornado damaged several buildings on campus.
Some students were just getting back into the classroom this week. The building that houses students in the music or art design departments was nearly destroyed by the tornado.
A modular city was being constructed Monday to accommodate the classes. In the meantime, students are working out of places that include the former post office on campus.
"We had 50 faculty displaced and 87 lecture classes, and lots and lots of ensemble work, and lots of classroom work that we had to move around. We are still in the process of doing that," said Steven Moser, the dean of the College of Arts & Letters.
The modular city was supposed to be up and running Monday. Instead, USM officials are hoping for Wednesday. In the meantime, classes are being held wherever USM can find space to put them.
Ex-LAPD officer-turned-fugitive Christopher Dorner, who went on a deadly shooting rampage and then died after a shootout and fire last week, first tried to charm fishermen in San Diego?s Driscoll Wharf into giving him a ride to Mexico, sources said.
Dorner, 33, led authorities on a massive manhunt after allegedly killing an Irvine couple and a Riverside police officer in a crime spree across Southern California that began on Feb. 3.
Dorner's deadly crimes were allegedly part of a revenge-filled plot he outlined in an online manifesto targeting law enforcement officers and their families.
Authorities searched for Dorner all over Southern California -- from Irvine to National City -- and led extensive checkpoints at the San Ysidro border, believing Dorner was trying to flee into Mexico.
Fishermen at Driscoll Wharf told NBC 7 exclusively that Dorner was on the pier near Nimitz and Harbor Island Drive on Feb. 5 trying to charm his way into a boat ride to Mexico.
?He kept saying he wanted to go fishing off Mexico. I said ?Mexico? That?s kinda weird. You could go fishing on the bay,?? said Jeremy Smith, a local commercial fisherman.
Smith spoke exclusively with NBC 7 on Saturday night.
Smith and others at the dock said Dorner was willing to pay $200 to $400 for someone to take him out to sea. He told the fishermen he was going to be deployed to Afghanistan and just wanted to go fishing in Mexico first.

But at this pier, far away from popular fishing charters, most people were making repairs on their boats, not ready to go to sea.
Smith offered to show him around a luxury yacht that was for sale docked at the pier. But he asked him to remove the military style boots Dorner was wearing to keep the white carpeting clean. Dorner declined.
"Maybe he had a gun," Smith guessed. "Usually people want to see inside."
Dorner's request for a ride surprised some local fishermen, including Roy Sherman.
?I?ve been down here for 40 years and he?s the first guy that came down here and asked for a ride,? said Sherman.
San Diego Police Lt. Andra Brown said she was not aware of this particular Dorner sighting in San Diego.
?We?re not going to discuss details of an ongoing investigation,? Brown said, and referred questions about the incident to the Irvine Police Department.
Several other law enforcement sources -- not in the San Diego Police Department -- confirmed the man described by local fishermen was likely Dorner.
Dorner did spend time in San Diego between Feb. 4 and Feb. 6.
Gift of fish tacos A surveillance video taken behind an auto parts store in National City on Feb. 4 shows Dorner tossing bullets, a uniform and other items that linked him to the Irvine double-homicide into a dumpster.
After spending an hour at the pier the next day, the fishermen said Dorner left, but returned with fish tacos for Smith, hoping that would convince the fisherman to help him find a charter.
The witnesses reported Dorner was very friendly, always with a smile on his face, calling himself "Mike."
The man who called himself "Mike" told Smith a story about a friend who was having problems with the police and said his friend had been fired.
"I think he was talking about himself, now that I think about it," added Smith.
Dorner eventually left peacefully without his ride to Mexico, the group of fisherman said.
Driscoll Wharf is adjacent to Naval Base San Diego on North Harbor drive.
Smith said Dorner returned to the wharf on Feb. 6 but still couldn't find anyone to take him to Mexican waters.
That same day, a man fitting Dorner?s description tried to steal a boat from a San Diego marina, according to officials. An 81-year-old man on the boat was tied up but uninjured. The would-be boat thief was unable to steal the boat and fled.
Karen and Jim Reynolds came face to face with Christopher Dorner when they arrived at their Big Bear cabin to clean it out for renters. NBC's Miguel Almaguer reports.
Later that night, police issued Dorner's description, and the fishermen said they notified authorities of their encounter.
On Sunday, fishermen on Pier 6 at Driscoll Wharf are amazed the kind man who brought them fish tacos on Feb. 5 was the dangerous fugitive accused of fatally shooting four people, including a police officer and a sheriff?s deputy.
The 10-day manhunt for Dorner ended on Feb. 12.
After barricading himself in a Big Bear-area cabin, he died of what appeared to be a self-inflicted gunshot wound to the head, San Bernardino County Sheriff?s Department officials said. That cabin went up in flames during a shootout between Dorner and officers, and the fugitive's charred remains were later found inside.

The muddy alleyways and dark, crowded rooms of the Katwe slum in Uganda's capital city seem like the last place you?d expect to pick up a game of chess. But this is where one of the world?s most unlikely chess champions, 16 year-old Phiona Mutesi, first laid eyes on a board.
Young Ms. Mutesi was only nine at the time, a homeless school dropout hawking corn on the street. Her father died earlier and her family got evicted from their home.
She heard about a Western-based religious charity that mentored slum kids and served food near her alleyway, and also taught the kids some odd game called chess.
?I was hungry,? Mutesi says, ?I?d never heard of chess, and I?d never seen it. So? I was like, ?Maybe I can also go there to learn about chess and get a cup of porridge.??

She remembers on her first visit that, ?I was very dirty?They didn?t accept me even to touch the pieces.?
Eventually, someone at the organization, a US-based group called Sports Outreach ministry, assigned a five- year old child to teach Mutesi the rules of chess, setting her on a path that would eventually transform her life and outlook, and lead her to compete in international matches.
The first indications that she might be a prodigy came when she started to beat the boys in chess. In Uganda, chess is considered too difficult for girls. But Mutesi changed that belief.
Boys don?t want to play with girls, ?because girls were not good,? says her older brother, Brian Mugabi. "But right now I think she?s better than me.?
Mutesi's success has challenged the expectations of girls in Katwe as well, who often think of themselves as intellectually inferior. Those who do go to school often drop out, and many end up pregnant by their mid-teens.
?I thought we couldn?t play chess, because I thought there were only boys who could play?, says 13 year-old Stellah Babirye, who started the chess program at the same time as Phiona. ?But at last I realized that we girls, we have opportunities as well.?
'THE ULTIMATE UNDERDOG'
As a child, before learning the game, Mutesi was prone to anger, and literally threw stones at people when her temper flared. Her early chess game also had an aggressive style.
But that approach had its upside: At the age of 14 she qualified to represent Uganda in the World Chess Olympiad. Even without formal training, she proved apt enough to travel to Russia for the match. She is considered the best female player in Uganda and last year became the first Ugandan female to enter a male tournament and win.
Mutesi is ?the ultimate underdog? in the world of chess, as described by sports writer Tim Crothers, who discovered Mutesi in 2009 and wrote a book about her, ?The Queen of Katwe,? which was published last October. Disney is planning a film on her. The first bank checks from the Hollywood giant recently helped Mutesi?s family buy a plot of land.
?She has absolutely no business succeeding in this game?She should never have discovered chess, and when she did discover it, she should never have been any good.?
In central Africa, chess is ?a rich man?s sport,? Crothers continues. ?It?s considered a sport for the intellectual, and it?s certainly not considered a sport of Uganda.?
STREET SMARTS
Robert Katende, who runs the Katwe chess program, doesn't think Mutesi?s chess aptitude is so surprising. He has a theory that some basic aspect found in chess ? the need to pay close attention to moves to survive and win ? resonates with the experience of many kids from the slums.
?I very much believe that having gone through all they go through from childhood, figuring out how to survive on a daily basis, they easily identify themselves with the board,? Mr. Katende says. ?They have to face challenges, devise moves, think what will be the next step, what will come after that. I think it somehow makes them understand it better.?
Mutesi learned her moves with nothing other than a few grubby boards and chess magazines from the 1970s. She has never had the training materials, nor learned the kind of opening moves and combinations that are familiar to most of the players she meets at international tournaments.
?For them, they have theory, and they play on what they know,? Mutesi says. ?Me, I just come and I see the board, and I look for the best move.?
Last year she was named ?candidate master.? While that is the lowest ranking in the World Chess Federation hierarchy, it is leagues better than most amateurs.
Mutesi speaks of becoming a ranked ?grandmaster,? but Crothers says that while she has ?figured out how to play almost completely on instinct,? she will need more rigorous theoretical and conceptual training to make the top competitive ranks.
But such informal preparation can also make the Katwe chess kids more formidable opponents, points out Mr. Katende.
?Many people lose games to these children, simply because of that. Because they expect them to play certain lines, and they don?t. They play their own game.?

Feb. 15, 2013 ? Physicists of the University of Vienna together with researchers from the University of Natural Resources and Life Sciences Vienna developed nano-machines which recreate principal activities of proteins. They present the first versatile and modular example of a fully artificial protein-mimetic model system, thanks to the Vienna Scientific Cluster (VSC), a high performance computing infrastructure. These "bionic proteins" could play an important role in innovating pharmaceutical research.
Proteins are the fundamental building blocks of all living organism we currently know. Because of the large number and complexity of bio-molecular processes they are capable of, proteins are often referred to as "molecular machines." Take for instance the proteins in your muscles: At each contraction stimulated by the brain, an uncountable number of proteins change their structures to create the collective motion of the contraction. This extraordinary process is performed by molecules which have a size of only about a nanometer, a billionth of a meter.
Muscle contraction is just one of the numerous activities of proteins: There are proteins that transport cargo in the cells, proteins that construct other proteins, there are even cages in which proteins that "mis-behave" can be trapped for correction, and the list goes on and on. "Imitating these astonishing bio-mechanical properties of proteins and transferring them to a fully artificial system is our long term objective," says Ivan Coluzza from the Faculty of Physics of the University of Vienna, who works on this project together with colleagues of the University of Natural Resources and Life Sciences Vienna.
Vienna Scientific Cluster (VSC)
In a recent paper in Physical Review Letters, the team presented the first example of a fully artificial bio-mimetic model system capable of spontaneously self-knotting into a target structure. Using computer simulations, they reverse engineered proteins by focusing on the key elements that give them the ability to execute the program written in the genetic code. The computationally very intensive simulations have been made possible by access to the powerful Vienna Scientific Cluster (VSC), a high performance computing infrastructure operated jointly by the University of Vienna, the Vienna University of Technology and the University of Natural Resources and Life Sciences Vienna.
Artificial proteins in the laboratory
The team now works on realizing such artificial proteins in the laboratory using specially functionalized nanoparticles. The particles will then be connected into chains following the sequence determined by the computer simulations, such that the artificial proteins fold into the desired shapes. Such knotted nanostructures could be used as new stable drug delivery vehicles and as enzyme-like, but more stable, catalysts.

You wouldn't expect barn-burning multimedia benchmark results from a system with 2GB of memory and an Intel Atom Z2760 processor, but on the flip side the Atom processor is very frugal with battery consumption. The Latitude 10 scored relatively high on CineBench R11.5 (0.55 points), matching the HP Envy X2. It also got one of the better Atom-based scores on our Handbrake video encoding test (6:27). Its 1,291 point score on PCMark 7 was middling, far behind the Microsoft Surface Pro (4,768 points) and its ultrabook-class competitors. Basically, if you need a fast system, go with one of the ultrabook-class slates like the Surface Pro or Acer Iconia W700.
